I’ve always had a soft spot for this one. Dated in the best 90’s sort of way. Billy Zane sure was a hunk as the Phantom in and out of his costume. His career sure took a villainous turn after this with Titanic.

If you look at it as a throwback to the old school superhero serials, this movie is brilliant! If you look at it as a modern superhero film it’s a bit slow and has nonsense plot. Billy Zane crushed it however you slice it!
Not a bad early superhero movie. Definitely not Marvel-tier, but not bad for the era.
